Governor Owens

Biography

Bill Owens is a Senior Fellow of the Institute for Public Policy Studies and a special guest instructor in the Undergraduate and Graduate programs.  Gov. Owens, who served two terms as Colorado Governor from 1999-2007, was called “the best governor in America” by National Review magazine and has been praised by the Cato Institute and The Wall Street Journal for his pro-growth economic policies.  Prior to his service as governor, Gov. Owens served as State Treasurer and was elected to both the Colorado House and Senate.  He has been a regular speaker and panelist at the World Economic Forum in Davos, Switzerland, and a guest lecturer at Moscow State University, the University of Kazan, New Russian University (Moscow), British/American University in Alma Aty, Kazakhstan, and the University of Dublin.  Gov. Owens earned a Master of Public Affairs (MPA) degree from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin.

Owens speaks in Lamm’s health care seminar

On February 28 Gov. Owens spoke about competition and markets during a community seminar on campus.  “Health Care in America: It’s Time for a Brave New Plan,” a five-week seminar offered to the community by DU’s University College and taught by IPPS co-director Gov. Richard Lamm, focused on the unique challenges posed by the American health care system and the growth of entitlement spending.  After his 30-minute presentation, Gov. Owens was joined by Gov. Lamm for an energetic question and answer session that covered their policy views and political experiences.

Great Issues Forum

Gov. Owens will take part in the Graduate Program in Public Policy’s spring Great Issues Forum entitled “The American Future: Regulation vs. Competition in Public Policy.”  The forum, taught by IPPS co-director Richard A. Caldwell, will be framed as a debate between two competing models of the American future––the “Competition Model” vs. the “Stakeholder Model”––and the public policies definitive of each.  The Great Issues Forums are a series policy seminars focused on some of the nation’s most important current issues.  The topics of these unique seminars rotate frequently, as expertise and events warrant, and are an integral part of the MPP program.  Forums are offered exclusively for DU graduate students for academic credit and are not open to the public.
