- Contact your OSP Project Administrator for guidance on sponsor
guidelines, etc.
- Submit proposal budget as soon as possible to OSP.
- Complete Proposal Review and Approval (PRA) form, sign, and get Dean or
Department Chair approval to submit proposal.
- Submit PRA form and final proposal to OSP office at least three days
before deadline. For electronic
submissions, please allow at least five days.
- Your OSP Project Administrator will review the proposal for compliance
with University procedures and sponsor guidelines.
- Project administrators get authorized official signatures.

- If you receive a notification of an award, please forward to your OSP
Project Administrator.
- OSP will confirm status of regulatory approvals for projects involving
human subjects, animals, and/or biohazards.
- OSP will review and obtain approval for acceptance of contract clauses
involving intellectual property.
- OSP will obtain authorized official signatures to activate grants if
applicable, and complete the grant set-up in Banner.
- The Project Administrator will contact PI with fund number to charge for
grant, and any other special conditions.
- If the project includes a subcontract or consulting agreement, please
complete a Request for Subcontract or Consulting Agreement form and
submit to the OSP Subcontract Administrator.
- OSP will process monthly and bi-weekly payroll and effort certification
entry
- OSP will invoice sponsors according to grant/contract terms.
- OSP will set reminders for progress and financial reporting.
- Contact your OSP Project Administrator for:
- Budget revisions.
- No-Cost Extensions
- Changes in any Contract terms, including scope of work, changes in key
personnel, etc.
- OSP will provide Financial, Contractual, and Regulatory oversight and
management during the life of the award.

- The Presidents 2005 budget proposal would increase federal education
funding to $57.3 billionan increase of 36 percent since the President
took office. Despite all the priorities competing for our tax
dollarsstrengthening our economy and defending our nationthe
Presidents budget reflects his strong commitment to education.
- Highlights of the Presidents 2005 Budget Proposal
- Title I Program funding increases to $13.3 billion for
students in high-poverty schools. The President requested an increase
of $1 billion over the 2004 level, or 52 percent over 2001 levels.
- Special Education Grants to States Program would receive a
record $11.1 billion. This represents the Presidents fourth
consecutive request for a $1 billion increase to support children with
disabilitiesa 75 percent increase over the funding level when the
President took office and the highest level of federal support ever
requested for children with disabilities.
- Pell Grant Program would receive $12.9 billion to support
5.3 million needy recipients in the 2005-06 school year. Since
President Bush took office, the number of Pell Grant recipients has
grown by one million students. Included in this increase is the
Presidents $33 million request for new Enhanced Pell Grants for State
Scholars to provide up to an additional $1,000 for freshmen who took
challenging courses in high school.
- Reading funding increases to a total $1.4 billion,
including $1.1 billion for the Reading First program, $132 million for
Early Reading First programs, and $100 million for the Striving
Readers program to meet the Presidents goal of ensuring every child
can read on grade level by the third grade.
- Choice and options for students and parents expand to $504
millionan additional $113 millionto empower families to find schools
that best meet the needs of children who most need help.
- Teachers would receive $5.1 billion in support through
training, recruitment, incentives, loan forgiveness and tax relief, up
from $4.4 billion in 2004.
- State accountability systems to receive $410 million to
support annual assessments in grades 3 through 8 that provide vital
information to ensure each child is achieving on grade level.
- Educational research funding expands to $185 millionan
increase of $19.5 millionto support research, development and
dissemination of information to ensure students and teachers benefit
from sound, research-based programs.
- English language acquisition support increases to $681
million to support children who are still learning the English
language so they can achieve their full potential in school and in
life.

- Priorities and Goals
- Biological Sciences Research - Within this theme, NASA will determine
ways to support a safe human presence in space. Space flight exposes
humans to physiological and psychological health risks from radiation,
reduced gravity, and isolation. NASA is carrying out research to define
and control these risks and to improve the performance of life support
systems. The Biological Sciences Research theme also pursues
fundamental biological questions from cell to tissues to whole
organisms to ecosystems, which produce results that support advanced
methods for enabling human exploration of space as well as enhancing
understanding of biological systems and improving human health on
Earth.
- Physical Sciences Research - This theme supports research that takes
advantage of the unique environment of space to expand our
understanding of the fundamental laws of nature and to impact
industrial and technological applications on Earth, as illustrated by
the bioreactor, combustion, and materials science work mentioned
earlier. This theme also supports applied physical science and
engineering research to develop reduced gravity technologies critical
to human space exploration, such as radiation shielding, microgravity
fire safety, and those elements of spacecraft power and propulsion
systems that are gravity dependent. The Physical Sciences Research
program develops advanced technologies in support to NASA space crew
health programs and novel engineering processes for life-sustaining
resource production in a reduced-gravity and remote environment.
- Research Partnerships and Flight Support- This theme establishes
policies and allocates space resources to support space flight research
and also encourage development of research partnerships in the pursuit
of NASA missions and Enterprise scientific objectives, while leveraging
NASA support by factors of greater than two with contributions from
industrial and other partners in the Space Product Development (SPD)
program. This research supports product development on Earth and
accelerates progress in our strategic research areas. Ultimately, research
partnerships may support development of an infrastructure that can be
applied to human exploration. This theme also funds ISS research
planning, integration and operations, as well as development and
maintenance of research hardware that is used across multiple research
disciplines such as the Express Rack and refrigerator/freezers.

- NSF plays a critical role in supporting fundamental research, education

throughout the country. Although NSF represents less than four percent
of the total federal funding for research and development (R&D), it
