Dale Andrews has practiced transportation law for over 30 years. He served as deputy assistant General Counsel for Litigation at DOT from 1991 through 2009. At DOT he was one of two attorneys who supervised all litigation involving the department and was also responsible for the supervision of DOT's participation inregulatory proceedings before the Surface Transportation Board and the FederalMaritime Commission. Previous to his employment with DOT, Andrews was in private practice; first as an associate with the transportation law firm of Galland, Kharasch, Calkins and Short,then as a partner in a successor firm, Short, Klein and Karas, and finally as "of counsel" at Steptoe and Johnson until 1991. Andrews received his Juris Doctor degree cum laude in 1976 from Washington College of Law at the American University, where he was associate editor of the American University Law Review. Previously, he attended The George Washington University, where he graduated with a BA in sociology and a minor in religious studies.
