Kathryn D. Waters currently serves as the vice president of member services for the American Public Transportation Association. She previously was the vice president of commuter rail and railroad management at Dallas Area Rapid Transit in Dallas, Texas. She was responsible for directing the implementation and operation of the Trinity Railway Express, the commuter railroad service between Dallas and Fort Worth. She managed over 100 miles of active freight railroad corridors, acquired by DART for future transit use. She served as the DART and TRE representative on all passenger rail and freight rail organizations at national and local levels. Waters has worked in the transportation industry for almost 20 years. She worked for the Maryland Mass Transit Administration, the Maryland State Railroad Administration, and the Maryland Department of State Planning. In addition to her professional experience in the transportation industry, Waters is a member of the Transportation Research Board's TCRP Oversight and Project Selection Committee since 2004, the Federal Railroad Administration's Rail Safety Advisory Committee since 1997, the Dallas Chapter of the Conference of Minority Transportation Officials, and the Dallas/Fort Worth Chapter of the Women's Transportation Seminar. Also, since 2003, she has been a member of the American Public Transportation Association's Executive Committee and the vice chair for commuter and intercity rail. She holds a BA in sociology and a MA in community planning from the University of Maryland. In May 2003 she was awarded the Doctorate of Humane Letters, Honoris Causa, from the Eastern Theological Seminary in Lynchburg, Virginia.
