State Constitution Overview

One of the most serious constitutional issues facing Colorado involves conflicting provisions, the unintended consequences of amendments, and unchangeable policies frozen within the constitution. The 2007 Strategic Issues Panel examined how each of these conditions frustrates the ability of policy makers to respond to changing times and meet the diverse needs of Colorado's citizens, businesses and other organizations.
