Research and Expertise

Tom has almost 40 years of experience managing teams to design and evaluate a variety of projects and programs for planning consulting firms; local, state and federal governments; and privately. He also has over 15 years of experience teaching graduate-level courses in regional planning and international health care policy, as well as in international project analysis, management, and evaluation. His current research interests are incorporating complexity theory into international development interventions to improve their design, outcomes, and sustainability, particularly in conflict environments.
