Introducing DU’s new SVC for Operations & Strategy Implementation

Dear DU community members,

I am pleased to announce that Julia Richman has accepted the position of senior vice chancellor for operations & strategy implementation—our chief operations officer. This new role, which we shared an email about in May, will better align our leadership model with higher ed best practices and support the university’s strategic vision. In Julia, DU has found a strategic thinker with outstanding experience overseeing operations across multiple sectors. Julia’s first day at DU will be February 12.   

Julia has a long history of working in complex organizations overseeing large-scale changes. A leader-integrator, Julia specializes in translating strategy to optimized operational excellence, transformation, and exceptional services to a community. She was named as a 2022 Denver Business Journal Outstanding Women in Business winner, as well as a Colorado Governor's Fellow and graduate of Leadership Denver. Born and raised in Colorado, Julia is committed to our community. She chairs the City of Denver Citizen Oversight Board and serves on the board of the Colfax Marathon.  

Professionally, she joined the Colorado Governor’s Office of Information Technology in 2020 as the Chief Strategy Officer and rose to Deputy Executive Director in 10 months to oversee business operations. Julia was formerly with the City of Boulder, where she was the Chief Innovation and Technology Officer, as well as the Chief Innovation and Analytics Officer. 

Prior to her time in Boulder, she spent a decade with Deloitte Consulting, leading strategy and operations projects for public-sector clients. During that time, she partnered with states, universities, non-profits and the federal government to transform business models and operations. Her university clients included many R1 institutions.   

Julia holds a master's of public policy from the Harris School of Public Policy at the University of Chicago and a BA from Dartmouth College.  

The University of Denver is thrilled to welcome Julia into the community. We are confident she has the depth and breadth of experience and skills to succeed in this critical role.
